About us
Deutsch-Chinesische Weisheit Vereinigung für Bildung und Technologie (DCWV) e.V. was established under the initiative of the governments, industry organizations, colleges and enterprises of Germany and China. Under the national strategic frameworks of "German Industry 4.0", "2020 Innovation Partnership Program in Germany ", "Made in China 2025" and "One Belt One Road", we respond to the German-Chinese comprehensive cooperation strategy, facing China, benchmarking Germany, and deploying in Europe to promote exchanges and cooperation between Germany and China in the fields of education, technology, talent, and culture.
DCWV has established a comprehensive industrial chain for China-Germany exchanges and cooperation to achieve 360-degree service coverage and resource linkage, and build an exchange and cooperation sharing platform covering education, technology, talent, intelligence, project and management services, etc. We are an international organization with the concept of “Win-win cooperation and creating the future", the direction of “Innovation-driven development of emerging industries", and the goal of “Gathering the wisdom of Germany and China to create a sharing platform".

DCWV established a China representative office in Beijing. German-Chinese Wisdom for Education and Technology(Beijing)Group Co., Ltd (GCW) is the actual organization of the Chinese representative office, expanding business in China and serving Chinese affairs. GCW has been focusing on the research and development in the fields of education, science and technology for many years, on education training and technology projects between China and Germany. At the same time, it is committed to joint training of talents, expert introduction, study abroad/study tours, youth exchange. And also provide professional services for personnel from government, enterprises, universities and other institutions for professional training, business visit, exhibition, project research and cooperation in Germany.

I. Introduction to the Organisation
The Sino-German Zhihui Education and Technology Federation (hereinafter referred to as ‘Sino-German Zhihui’) was established at the initiative of the governments, industry organisations, academic institutions and enterprises of both China and Germany. It is an association registered with the German courts, with its secretariat based at the University of Erlangen-Nuremberg. Operating within the framework of national strategies such as ‘Industry 4.0’ and ‘Made in China 2025’ and the ‘Belt and Road Initiative’, in response to the all-round strategic cooperation between Germany and China, it focuses on China, benchmarks against Germany and establishes a presence in Europe to promote exchanges and cooperation between the two countries in the fields of education, science and technology, talent development and culture.
The Chair, Vice-Chairs and member organisations of the Sino-German Intelligence Alliance primarily comprise renowned German universities, industry organisations, professional service providers and leading enterprises. It is an international organisation guided by the philosophy of ‘win-win cooperation and jointly creating the future’, directed by the principle of ‘innovation driving high-quality development’, and aiming to ‘pool intellectual resources from both Germany and China to build a platform for the sharing of knowledge’.
II. Brief Overview of Cooperative Projects
1. Short-term Study Tours to Germany for University Students (Summer Camps/Winter Camps)
These study tours are not merely about ‘learning’ but also about ‘empowerment’. Through a four-dimensional model comprising ‘specialised lectures, university visits, on-site teaching and practical experiences’, they create a multi-faceted, immersive learning experience. Participants gain technical knowledge, research experience and professional networks, which have a profound impact on their personal and academic development.
The study tours currently being organised are as follows:

5) Marxist Philosophy and the Origins of the Industrial Revolution: Traversing four centuries of intellectual lineage to examine the spiritual foundations of industrial civilisation

With extensive resources at renowned German universities, we are fully capable of organising all aspects of university students’ study tours to Germany—a service we have been providing consistently in recent years.
2. Short-term Training/Study Tours/Academic Programmes for Teachers in Germany
Application Procedures for Overseas Training/Study Tours/Academic Programmes:
1) Through the Ministry of Human Resources and Social Security (MOHRSS) or the State Administration of Foreign Experts Affairs (SAFEA) system: Submit an application for the overseas training plan in advance to the relevant provincial or municipal Foreign Experts Bureau (or the Foreign Experts Division of the Provincial Department of Science and Technology or Provincial Department of Human Resources and Social Security). This method allows for the application for partial funding from the MOHRSS or SAFEA.
2) Via the Provincial Foreign Affairs Office system: submit applications for staff study programmes abroad to the Provincial Foreign Affairs Office or the relevant supervisory body in advance. For such projects, the relevant procedures for travelling abroad are primarily handled within the province, making the process relatively straightforward and efficient.
